Richmond Attorney Joins AGL Resources as Vice President of Governmental Relations

ATLANTA, Ga. – January 11, 2005 – Atlanta-based AGL Resources (NYSE:ATG), parent company of Virginia Natural Gas (VNG), is strengthening its ties to Richmond with two moves early in the New Year: James R. “Jim” Kibler Jr., a partner at the prominent Virginia law firm, LeClair Ryan, has been named vice president of governmental relations for AGL Resources Mid-Atlantic Region and will be the head of a new AGL Resources office in Richmond that the company plans to open later this month.

“We have seen an increase in our activities in Richmond and the nearby area,” said Hank Linginfelter, president of VNG and Virginia Gas and senior vice president of AGL Resources Mid-Atlantic Operations. “As our activities and operations here continue to expand, it just makes good business sense to open an office in Richmond.”

As a member of the Greater Richmond Chamber of Commerce, the Virginia Chamber of Commerce and the independent business association, Virginia FREE, VNG already has numerous ties to the Richmond area, Linginfelter pointed out.

“VNG serves fast-growing Hanover County and supplies gas to the City of Richmond,” he added. “Our relationship with Jim goes back about 12 years. With his strong energy expertise and his governmental and regulatory background, it was natural to bring him onboard to head AGL Resources’ governmental affairs activities for the Mid-Atlantic Region, which includes our operations in Virginia, Maryland and New Jersey.”

At LeClair Ryan, Kibler focused on regulatory law and governmental relations with an emphasis on energy, telecommunications and other regulated industries and served as counsel to the Virginia Oil and Gas Association.

During nearly two decades of practice before the Virginia General Assembly, Kibler was involved in several major legislative initiatives, including the reformation of statutes on land use, eminent domain, utility regulation, electric restructuring, taxation and natural gas production. In addition, Kibler served Virginia Governor Baliles’ administration by helping to develop land use regulations to address the effects of development along the Chesapeake Bay and its tributaries.

Virginia Business magazine has ranked Kibler as among Virginia’s “Legal Elite” for the last four years. He was named by Inside Business magazine as one of Richmond’s “Top Forty Under Forty” business leaders.
